Slovakia is reducing the administrative burden by act against bureaucracy

As of September 1, 2018, Act no. 177/2018 Coll. on certain measurements on reducing the administrative burden by using information systems of public administration as amended (hereinafter referred as “Act Against Bureaucracy”) entered into force. The Act Against Bureaucracy in the first phase, unburdens the citizens and entrepreneurs from the obligation to submit an extract from the commercial register or the trade register, and the extract from the title deed to public authorities.

All public authorities are obliged and entitled to collect and use data recorded in the information systems of public administration and to make extracts from such systems. The Law Against Bureaucracy also amends many other codes, authorizing public authorities to require extracts from citizens and entrepreneurs.

As of January 1, 2019, the effectiveness of the Act Against Bureaucracy is also extended to criminal records for natural persons and legal persons.

However, if the employees of public authorities requested the above-mentioned documents, the Office of the Deputy Prime Minister’s Office for Investments and Informatization of the Slovak Republic (hereinafter referred as the "Office") established the website https://stopbyrokracii.sk/, where citizens can submit respective complaints against public authorities.

Furthermore, the Office states that an information system should be launched next year to allow public authorities to obtain additional documents, for example, certificates of school attendance, confirmation on arrears of health insurance, social security and taxes, and thus, to overcome the excessive bureaucratic burden of citizens and especially of entrepreneurs.
